In Shammi Kapoor movies, it is Shammi Kapoor who normally gives ladies a hard time, but in this song, it is Shammi Kapoor who finds himself at the receiving end. This is a swimming pool song, and Shammi Kapoor finds himself inside the pool, and he is seen trying to stay afloat.

The reasons why the songs from the golden era of Bollywood music (circa 1950-1980) still retain their magic
are-
(1) the creators of these songs devoted time and energy to create them
(2) the creators were extremely talented and committed
(3) the listeners of these songs did not have too many other means of entertainment so they too listened [...]

“Teesri Kasam” (1966) was a labour of love created by Shailendra. It had some lovely songs in it which were penned by Shailendra himself.

One big reason why the songs of the golden era are still popular is the lyrics of these songs, which were meaningful and they in fact formed the soul of these songs.
